The Center for Disease Control (CDC) is responding to an outbreak of a respiratory disease by a new coronavirus first detected in Wuhan City, Hubei Province, China. Currently, it has spread to more than 300,000 cases around the world. The virus is called "SARS-CoV-2,"  and the disease is call "coronavirus disease 2019" (abbreviated "COVID-19").

As the coronavirus spreads to multiple countries and states and cities in the U.S., the City is watching the progress closely with the safety of our residents in mind.

The City created this webpage to provide information and resources to our citizens. We will update it as the virus progresses.

THE STATE OF MICHIGAN RESPONDS: 

GOVERNOR WHITMER ANNOUNCES STAY-AT-HOME ORDER UNTIL APRIL 13, 2020

To combat the spread of COVID-19 in Michigan, today Gov. Gretchen Whitmer signed the “Stay Home, Stay Safe” Executive Order. 

Effective at 12:01 a.m. on March 24, 2020, through April 13, 2020, all Michigan businesses and operations must temporarily suspend in-person operations that are not necessary to sustain or protect life. In addition, all Michiganders must stay in their homes unless they’re a part of the critical infrastructure workforce, engaged in an outdoor activity, or performing tasks necessary to the health and safety of themselves or their family, like going to the hospital or grocery store. 

YOU CAN:
• Go to the grocery store or pick up take-out food.
• Go to the pharmacy to pick up a needed prescription.
• Engage in outdoor activities like walking, hiking, running, biking.
• Go to the hospital or secure any care necessary to address a medical emergency or to preserve your health or the health of a loved one.
• Fill your car with gas.
• Return to Michigan to a home or place of residence from outside the State.
• Leave the State for a home or residence elsewhere.
• Walk your pets and take them to the veterinarian for needed medical care. 

YOU MAY NOT:
• Leave the home to work unless your employer designates you as a critical infrastructure worker.
• Participate in any public gatherings.
• Visit someone in the hospital, nursing home, or other residential care facilities (with limited exceptions).
• Go to the mall or to restaurants. 

BUSINESSES THAT REMAIN OPEN FOR IN-PERSON WORK MUST TAKE AGGRESSIVE STEPS TO MINIMIZE THE VIRUS’S SPREAD. THEY MUST:
• Promote remote work to the fullest extent possible.
• Restrict the number of workers present in-person on the job.
• Keep employees at least six feet from one another to the maximum extent possible and enabling social distancing for customers who are standing in line.  
• Any other social distancing practices and mitigation measures recommended by the Centers for Disease Control.

WHAT ARE THE SYMPTOMS? 
Coronavirus (COVID-19) can cause symptoms that range from mild to severe, including cough, fever, and shortness of breath. Since the symptoms are similar to those of pneumonia, influenza and the common cold, only a diagnostic test can confirm whether an individual has coronavirus.

HOW IS IT TRANSMITTED? 
The first cases of COVID-19 were believed to be linked to a live-animal market in chines, but the virus has since been spreading from person to person.

Person-to-person transmission is most likely between people in close contact, about 6 feet. When a person infected with COVID-19 sneezes or coughs, respiratory droplets could land on people nearby or could possibly be inhaled by those people.

While the virus can be transmitted by touching objects or surfaces contaminated with COBID-19, health experts don’t currently believe that’s primarily how it’s transmitted.

SHOULD I BE TESTED FOR THE VIRUS? 
The CDC recently rolled out new guidelines, allowing anyone to be tested for COVID-19 without restrictions, as long as their doctor approves.

If you have traveled to an area with local transmission or have been in close contact with someone who has been exposed to the virus, and develop symptoms, such as cough or fever, your doctor can work with the Macomb County Health Department to determine if you should be tested for COVID-19.

If you have symptoms, but no travel history to an outbreak area, you could go to a clinic and have a rapid test done to rule out common viruses, such as influenza.


If you have mild symptoms and are worried that you might have COVID-19, call your doctor for an appointment.

If you have severe breathing problems, seek medical attention, or call 911 immediately.

Residents with symptoms are encouraged to contact their health care provider, who will make arrangements to have them tested at a nearby facility. You can also contact the Macomb County Health Department at 586-463-3750.

SHOULD I WEAR A FACE MASK? 
Not unless you are the one who is sick. The CDC doesn’t currently recommend any healthy person wear a mask. Doctors also warn that the action of putting one on and off could backfire by exposing your hands to your face.

ARE THE SYMPTOMS OF COVID-19 DIFFERENT IN CHILDREN THAN ADULTS? 
No. The symptoms of COVID-19 are similar in children and adults. However, children have generally presented with mild symptoms. Reported symptoms in children include cold-like symptoms, such as fever, runny nose, and cough. Vomiting and diarrhea have also been reported.

WHO IS THE MOST SUSCEPTIBLE TO COVID-19? 
Most vulnerable are the elderly, as well as people with cardiovascular disease, diabetes, chronic respiratory illness, high blood pressure, and cancer. Those who are over 50 or 60 years of age who have some other health issues should be extra vigilant. Wash your hands with soap and water for at least 20 seconds after going to the bathroom, before eating and after blowing your nose, coughing, or sneezing. If soap and water are not readily available, use an alcohol-based hand sanitizer with at least 60% alcohol.

WHAT STEPS ARE THE CITY TAKING TO STOP THE SPREAD OF COVID-1919 IN OUR COMMUNITY? 
March 23, 2020...  To comply with Michigan Governor Gretchen Whitmer’s recent executive order to “Stay Home, Stay Safe,” the City will extend building closures and service reductions from March 31, 2020 to April 13, 2020. The City will also reduce staffing in City Hall to provide essential services only.

If you have questions or concerns, call the City Hotline at 586-445-5200 (option 1) or check out the Staff Directory on our website (www.scsmi.net) and send an email to individual departments. Due to fewer employees, not every call will be answered immediately. We will respond to you as soon as possible.

The City will continue to reevaluate staffing and services as the situation progresses. We hope that these measures will help decrease the spread of COVID-19 in our community. “Stay Home, Stay Safe. Save Lives.”

March 16, 2020...Following the recommendation of Governor Gretchen Whitmer’s State Order to minimize the community spread of coronavirus (COVIS-19), the City asks residents who frequently visit our City buildings for services to conduct their business over the phone or through the City’s website at www.scsmi.net. You can also drop off bill payments, etc in the white drop box outside of City Hall on Jefferson Avenue.

Additionally, as of Tuesday, March 17, 2020, all City buildings are closed to the public until further notice. This includes, but is not restricted to the Public Library, the Senior Activity Center, the Civic Arena, the Golf Course, City Hall, the Department of Public Works (DPW), the Police Department Records Division, and the Fire Department Administrative Office.

The following City services to the public are also impacted by the COVID-19 outbreak:

In the Department of Public Works (DPW):

  • Regular trash collection will continue unless the City notifies residents of a change.
  • Yard waste season begins on Monday, March 23, 2020.
  • Trash carts will be delivered to resident homes; there is no pick up from the DPW office.
  • Water shut-offs (due to non-payment), meter change appointments, and non-critical service person appointments are suspended.
  • Residents who need sandbags can call DPW directly at 445.5363 and request delivery.

In the Library

  • The Library is closed to the public. Patrons are encouraged to use their online services at www.scslibrary.org.  
  • The Library book drop is open to receive materials 24/7. 
  • Donations for the Friends of the Library are suspended.

At the Senior Center/Civic Arena/Golf Course

  • The City is making arrangements for home-delivery of meals to seniors who have signed up for the program at the Senior Activity Center. Call 445.5350 for more information.
  • SMART Bus Service will continue to run for essential trips.
  • The Golf Course is closed.

In the City Clerk’s Office

  • Death Certificates can be certified, but certified copies cannot be provided
  • Bid Openings can be submitted electronically (marya@scsmi.net) or placed in the white drop box on the circle drive on Jefferson Avenue.
  • City Council meetings are no longer open to the public. Council meetings are live-streamed or re-broadcast on SCSTV (Comcast Channel 5, WOW Channel 10, and AT&T Channel 99) on the City website at www.scsmi.net.
  • All Boards & Commissions meetings are postponed until further notice.

At the 40th District Court

  • The Court will remain open to the public for essential purposes only.
  • All Court matters except for the following are adjourned:
    Felony crimes
    Assaultive crimes
    Drunk and Drug driving crimes
    Crimes involving in-custody defendants
  • Landlord/Tenant Cases – limited adjournments are being given.
  • Individuals may view court case records and make payments via the 40th district court website.

 At the Police Department

  • Reports will be taken by phone if possible.
  • The Police Department will continue to respond to all emergencies and calls that need an officer on the scene but will limit officer response when possible.
  • The Records Bureau is closed to the public.
  • Temporary parking permit applications will not be issued.

 In the Tax and Water Department

  • Utility bills can be paid online or placed in the white drop box in front of City Hall.
  • All late fee penalties and interest will be waived until City Hall is open for regular business.
  • Standard convenience fees assessed to credit card transactions will be waived.

 In the Community Development Department (CDI)

  • Interior inspections on occupied properties are temporarily suspended unless directly related to sanitary conditions or food preparation.
  • The City will continue to conduct many exterior inspections.
  • All rental inspections are suspended until further notice. The City will not issue penalties, fines, or citations as a result of these postponementspix for web page.
  • Building permit activity can be conducted online.
  • Planning applications, submissions, and reviews can be done online and/or with assistance by phone at 445.3350.

The safety of our residents is our top priority. The City continues to monitor the situation with COVID-19 very closely. We will reassess resident services as needed and are prepared to do whatever is necessary to keep you and your family safe.
